The Marin County Community Development Agency has completed a Final Environmental Impact Report Volume (FEIR Volume) for the Housing Element and Safety Element updates to the 2007 Countywide Plan. The FEIR Volume is linked in the documents section on the righthand side of this page. It presents supplemental information to the Draft EIR (DEIR), responds to all comments received on the DEIR during the public comment period of October 7 to November 21, and presents text edits to the DEIR that resulted from those comments and responses.

On January 18, 2023, the County published a revised FEIR Amendment, which includes further text revisions to the DEIR and FEIR Volume.

The FEIR Volume, together with the DEIR and FEIR Amendment, have evaluated the project with respect to all of the environmental topical areas of concern as listed in Appendix G of the California Environmental Quality Act (CEQA) Guidelines. The topical areas that are addressed in the DEIR include: Aesthetics, Agricultural and Forestry Resources, Air Quality, Biological Resources, Greenhouse Gas Emissions and Energy, Geology and Soils, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use and Planning, Mineral Resources, Noise, Population and Housing, Public Services, Transportation, Cultural/Tribal Cultural and Historic Resources, Utilities and Service Systems, and Wildfire.

The FEIR finds that the project would result in impacts that are significant and unavoidable with regard to the following topical issues: Aesthetics, Air Quality, Cultural/Tribal Cultural and Historic Resources, Greenhouse Gas Emissions and Energy, Noise and Vibration, Transportation, and Utilities and Service Systems.

Planning Commission and Board of Supervisors Public Hearings

A public hearing on the FEIR was conducted virtually by the Marin County Planning Commission on Thursday, January 5, 2023 at 1:00 p.m. At the hearing, the Planning Commission voted unanimously to recommend that the Board of Supervisors certify the FEIR, which consists of the DEIR, FEIR Volume, and FEIR Amendment.

A public hearing to consider certification of the FEIR was conducted virtually by the Marin County Board of Supervisors on Tuesday, January 24, 2023 at 3:00 p.m. The Board voted unanimously to certify the FEIR as adequate and complete in compliance with CEQA, the State CEQA Guidelines, and the County Environmental Review Procedures. The Board also certified that the FEIR reflects the independent judgment and analysis of the County, and is adequate and complete for consideration in making a decision on the merits of the Housing & Safety Elements Update Project.
